Exploration on the Optimisation the Spatial Pattern of Islands in Fujian Province, China

Abstract

Islands are crucial for the ecological security, coastal economy, and safeguarding national maritime rights and interests, with their high-quality growth being a key regional transformation issue. Fujian is characterized by a spatial agglomeration of numerous islands and diverse developmental endowments. However, the island development in Fujian is confronted with structural challenges, mainly manifested in: over-reliance on tourism in central islands, leading to severe industrial homogenization; insufficient connectivity with remote islands; and poor alignment between the management of uninhabited islands and development demands, all of which constrain the high-quality development of the marine economy. This study, employing a comparative analysis of island economic development levels, underscores the urgent need to construct a scientific, competitive, and new pattern for island development. Based on the spatial planning pattern of “One Belt, Two Cores, Six Bays, and Multiple Islands” in Fujian Province, this study draws on typical cases of international island development from South Korea, Japan and Ecuador, and proposes a differentiated spatial pattern construction path characterized by “classified policy implementation and functional complementarity”. By comprehensively evaluating islands' scale, location, resource endowments, and ecological carrying capacity, this study innovatively proposes the establishment of an island development and utilization pattern characterized by classified strategies and complementary functions. Specifically, for county-level islands, we suggest promoting diversified comprehensive development, moderately introducing high-tech industries and emerging marine industries that have minimal environmental impact, thereby avoiding the dominance of tourism to the neglect of other industries' coordinated development. For offshore islands with excellent tourism resources, the focus should be on improving infrastructure, enhancing service quality, and creating livable and travel-friendly boutique tourist destinations. As for remote islands, active exploration of the "zero-carbon island" development model is recommended, using clean energy to improve residents' lives under strict ecological protection. This research provides robust theoretical and practical guidance for Fujian's islands to transition from extensive to high-quality development, offering valuable insights for sustainable growth in similar coastal regions. The research aims to break the bottleneck of island development homogenization, provide scientific decision-making support for the practical application of the land-sea coordination theory, and holds both theoretical and practical significance for promoting the green and low-carbon transformation of Fujian’s marine economy and constructing resilient island spaces.

1.引言
海岛作为连接大陆与海洋的“岛桥”,在维护国家生态安全、权益安全和激发蓝色经济发展动能方面具有重要作用,是人类向蓝色经济空间挺进的战略支点,海岛地区发展事关国家生存、安全和发展的大局。福建省作为我国的海岛大省,其海岛的保护与开发利用不仅关乎地方经济的转型升级,更在国家整体海洋战略中扮演着不可替代的角色。福建省拥有丰富的海岛资源,共有2000余个海岛,总数位居全国第二。其中有居民海岛100个,福州和宁德海岛数量居多,占总数的一半以上。90%以上的海岛面积小于0.1平方公里,具有数量多、面积小的特点。既有厦门这种基本构建现代化海洋产业体系,引领福建海岛海洋经济发展的市级海岛,也有平潭、东山等各具发展特色的县级海岛,以及数量众多、功能各异的乡镇级海岛。这些海岛在地缘政治安全、海洋生态保育、历史文化传承及蓝色经济增长中发挥着举足轻重的战略作用。
当前,福建省国土空间规划已明确提出构建“一带两核六湾多岛”的空间格局,旨在通过分类指导与规范开发,逐步形成海岛多元化可持续发展模式。然而,在实际开发进程中,福建海岛仍存在着一些亟待优化的结构性矛盾,如中心岛屿倾向旅游拉动,产业支撑体系相对较弱;边远海岛受地理区位限制,与沿海经济的融合和联动不足;无居民海岛开发需求与管理制度衔接不畅。因此,本研究立足于福建省海岛的面积规模、区位条件与资源特色,结合国外海岛发展案例,旨在突破海岛开发同质化的瓶颈,构建一套“保护与开发并重、分类与功能互补”的差异化空间格局。既是对陆海统筹理论的深入探索,同时为福建省实现海洋经济高质量发展提供科学决策支撑。
2.福建省海岛战略价值
福建省海岛不仅是陆域领土向海洋的自然延伸,更是国家海洋战略在东南沿海落地的核心载体。本文从地缘安全、生态文化以及经济融合三个维度分析了福建海岛的战略价值。
在地缘安全维度,福建海岛处于亚热带和热带交汇地带,北承长三角经济区、南接粤港澳大湾区,西侧与台湾岛隔海相望。这种独特的区位不仅使其成为我国东南部的重要海上门户,更使其成为联系两岸三地的重要通道和海上丝绸之路的核心枢纽。福建省海岛地处面对台湾海峡的最前沿,扼守闽浙、闽粤海上通道,自古以来就是海防军事要地和抵御外敌(如抗击倭寇、郑成功收复台湾)的军事要塞。早在宋嘉祐年间,平潭就已设巡检司,掌管船务、出海巡警等事务,这是平潭最早的海上管理机构;清朝康熙年间,清兵移驻海坛岛,设海坛镇水师
在生态维度,福建海岛受人类活动干扰相对较小,保留了独特的生物多样性,是保护海洋环境、维护生态平衡的重要平台。东山岛附近海域分布有中国沿岸最北缘的造礁石珊瑚群落。福建海岛位于东亚-澳大利西亚候鸟迁徙路线上,沿线岛屿是众多水鸟的主要繁殖和栖息地,记录有白腹军舰鸟、中华端凤头燕鸥、黑脸琵鹭等国家重点保护野生鸟类。福建海岛还是中华白海豚、文昌鱼等珍稀物种的栖息地
在文化维度,福建海岛是多种极具世界影响力的海洋文化发祥地。这里不仅孕育了以湄洲岛为核心的“妈祖文化”、以东山岛为代表的“关帝文化”,平潭更是距今8000多年历史的“南岛语族文化”的起源地之一。此外,平潭海坛海峡等海域密集分布的碗礁一号等沉船遗址,印证了福建海岛在古代海上丝绸之路陶瓷贸易中的枢纽地位
在经济维度,福建海岛是蓝色经济新动能与两岸融合的“试验田”。 福建厦门、平潭、东山、湄洲岛等重点海岛的旅游开发建设已成为海洋经济发展的重要组成部分和新的增长点。平潭国际旅游岛、湄洲岛妈祖文化旅游区、鼓浪屿等已成为知名品牌,海岛旅游业逐渐成为主导产业。更重要的是,福建海岛承载着两岸融合发展的国家使命。厦门经济特区、平潭综合实验区被赋予了特殊的对台贸易、航运与免税政策,是探索两岸交流合作先行先试的示范区,平潭港、厦门东渡港、东山港等构成了对台贸易与外贸的重要港口网络。
3.当前福建省海岛空间格局存在的问题
3.1.旅游主导模式下的产业挤出效应与结构性转型压力
近年来,福建省海岛旅游业蓬勃发展, 正逐渐取代渔业成为许多海岛的支柱产业。尽管平潭国际旅游岛、湄洲岛妈祖文化旅游区、鼓浪屿等已成为知名品牌,但仍面临开发粗放、业态同质化明显、产业附加价值较低等问题。以平潭为例,平潭旅游业对地区生产总值的直接贡献率预计将从2020年的6.5%跃升至2025年的14%。这一数值已贴合联合国定义的小岛屿发展中国家高专业化水平上限(15.2%),标志着其“国际旅游岛”战略进入产出爆发期。在高增长背后,产业结构的韧性平衡需引起关注。目前旅游供给仍依赖自然资源,旅游业的扩张会挤占传统渔业和新兴产业的发展空间和资源,并推高土地租金与要素成本,不利于海洋生物医药、清洁能源利用等长周期、高投入的战略性新兴产业发展。这种结构性特征若缺乏差异化的调控政策和空间引导,可能在空间层面诱发“荷兰病”效应,美属萨摩亚群岛、阿鲁巴、斐济就已经历过高旅游依存度带来的负面影响
3.2.边远海岛的区位约束与发展困境
根据《全国海岛保护规划》公布的边远海岛名录,福建省边远海岛名录中包含54个海岛,其分布呈现出显著的“北多南少”特征。其中,宁德市共计27个,占全省总量的50%。部分海岛如东台山、西台山、大嵛山、小嵛山等均远离大陆,交通不便。这些海岛面积普遍较小,均为乡级以下海岛,大部分为村级。受限于地理区位的极端隔离,边远海岛的交通、能源及信息基础设施系统滞后,普遍缺乏足以突破地理门槛的外部投入,在政策资源配置上也长期处于边缘地位。由于这类海岛多为村级行政单元,行政层级较低且人口规模较小,往往难以被重点开发,生产活动长期以低效率的传统捕捞与粗放养殖为主,产业结构单一且抗风险能力差,在陆海统筹发展格局中长期处于容易被忽视的区域,一直以来是海岛经济发展的薄弱环节。
3.3.海岛生态保护底线与产业开发需求的空间博弈
无居民海岛开发具有显著的“高门槛、高投入、长周期”特征。福建省无居民海岛管理正处于严守生态底线与满足产业扩张需求的调适期,具体表现为以下三个方面:一是已开发的无居民海岛项目,连江洋屿、福安小岁屿、莆田箭屿现已关停,由于无居民海岛“零起点”开发的建设成本黑洞,岛内无电、无路、无淡水,建筑材料转运成本高昂,导致企业的配套基建投入往往数倍于大陆,资金链难以抵御季节性收益波动的冲击。二是开发需求和生态管控不匹配,新项目的合规路径尚未打通。以东礵岛为例,地方有开发意愿,但因该岛位于国土空间规划划定的生态保护红线内,从国家生态安全与红线管理角度,难以支持其进行旅游开发,如何在严守生态底线的前提下,合理满足地方发展需求,探索合规、可持续的利用模式,是当前无居民海岛管理面临的现实问题之一。三是海岛生态修复项目侧重于“物理修复”,而忽视了“价值转化”,导致生态资产难以转化为经济效益。多数生态修复工程依赖财政补贴,缺乏内生的“造血”功能。以长乐东洛岛、漳州城洲岛为例,海岛在完成高额投资的生态修复后,由于缺乏与生态旅游、研学教育及特色海洋农业的深度耦合规划,导致修复成果长期处于闲置状态,未能产生预期的社会经济回馈。岛内配套建设的监测站等基础设施,普遍面临“使用现状不明、维护主体缺位、后期评估滞后”的窘境,使无居民海岛开发陷入“建设—荒废—再建设”的低效循环。
4.国外经验对构建福建海岛空间保护与开发空间格局的启示
4.1. 韩国济州岛:以旅游为主导的综合开发策略
2006年,韩国政府在济州岛设立济州特别自治道,赋予其包括立法、教育、环境、外交、金融等领域的高度自主权限,旨在将济州打造为韩国对外开放的重要门户,同时成为连接东北亚的交通、生态和文化枢纽。在国家层面,济州被视为绿色增长与可持续发展的实验场。其独特的火山地貌、生态系统与联合国教科文组织世界自然遗产地位,使其成为国家生态保护与自然旅游的示范区。韩国政府最早在1971年提出将济州建设为国际自由城市的发展构想,提出以旅游为导向,促进地区经济发展。此举为后续政策铺垫了初步框架;2007年,《国际自由城市发展五年计划》(2007-2011)确立了由济州国际自由城市发展中心的主导定位,推进六大核心项目,包括神话世界、医疗旅游区、英文教育城市、先端科技园、综合物流园区等,推动旅游与多元产业融合;2012年,《济州道旅游振兴计划(2012-2021)》强调文化生态旅游和可持续发展,明确生态保护红线、控制游客总量、发展高附加值旅游产品;2021年,《济州道第二期国际自由城市综合发展计划(2021-2030)》发布,着重推进智慧岛屿、零碳岛2030、生态友好型旅游、绿色经济等内容,进一步将济州岛打造为融合自然、人文与技术的国际旅游目的地。
济州岛作为韩国重要的经济区域,其经济贡献主要体现在多元化产业的发展上。旅游业作为核心支柱产业,2023年接待游客约1334万人次,创造旅游收入约5.57万亿韩元,占地区生产总值(GRDP)的30.9%。这一强劲的经济表现吸引了约3亿美元的外商直接投资,重点投入高新技术、绿色能源和生物医药等新兴产业,推动了产业结构升级和经济转型。旅游业的繁荣为创新企业和高新技术园区的建立提供了坚实基础,极大提升了济州岛的经济活力和竞争力。整体来看,济州岛经济结构逐渐由单一依赖旅游向多元发展转型,推动了地方财政收入和社会基础设施的持续改善,促进了区域经济的稳健增长与可持续发展。
4.2.日本有人离岛:支持边境有人离岛振兴
自1953年启动“离岛振兴”计划以来,日本针对海岛交通不便、资源匮乏的地理劣势,持续探索利用现代科技重塑海岛空间的路径。随着海岛人口的极速流失,日本政府意识到,若离岛无人居住,国家将失去行使实效性管辖与主权主张的物质基础。为此,在《离岛振兴法》的基础上,日本于2016年出台、2017年正式实施了《有人国境离岛地域保全及特定有人国境离岛地域社会维持特别措施法》(以下简称《有人国境离岛法》),旨在通过强化边境海岛的社会存在感,提升对领海及专属经济区的战略管理能力。法案第 2 条就“有人国境离岛区域”的构成要项特别做出规定,即:(1)具有两个以上离岛且在自然与社会角度构成一体的区域(构成以上区域的离岛中需存在具有领海基线的岛屿)中,当前有日本国民居住的离岛所构成的部分区域;(2)除前项外,当前有日本国民居住、具有领海基线的离岛区域。这一规定体现了日本政府对“无人化”导致管控力下降、海洋安全隐患增加的深度担忧。《有人国境离岛法》的核心逻辑在于将“有人居住”视为一种国家层面的防务行为。
为破解人口流失僵局并激活海岛活力,国家与地方政府实施了一套综合性治理组合拳,在行政与安全层面,通过国家购置土地、优化港口设施、协同打击非法入境,强化空间主权管控;在民生保障层面,大幅下调航运与空运票价,削减日常生活资料的流通成本,并通过稳定的渔业管理扩大岛内就业。同时,对于这类离岛,日本高度注重数字治理与能源转型的深度嵌入。通过引入数字技术弥补教育与医疗资源的匮乏,规模化推进无人机物流与自动驾驶低速巴士,解决海岛的交通瓶颈。同时,将碳中和目标与海岛能源布局紧密结合,依托波浪能、潮汐能及海上风电等可再生能源的开发,培育海岛绿色产业体系。这种从“传统基建”向“智慧、零碳空间”的跨越,不仅增强了海岛的生存韧性,也为全球海岛的可持续治理提供了重要的制度与技术样本。
4.3.厄瓜多尔加拉帕戈斯群岛:以保护促开发的共管范式
作为全球极具生态价值的演化实验室,加拉帕戈斯群岛保留了95%的原始物种。该群岛同时也是一个复杂的社会-生态系统,其旅游业作为支柱产业贡献了约65.4%的GDP并雇佣了近40%的本地居民,成为驱动人口增长、资源消耗和外来物种入侵的主要动力。为破解保护与开发的刚性冲突,该群岛经历了从“自上而下”刚性管理向“以保护促开发”共管范式的转型,在维系社区生计、促进旅游业发展和外来入侵物种防控等方面提供具有参考价值的案例。在范式转变中,围绕陆海统筹和海洋旅游管理,逐渐形成了从宏观战略立法到精细化管理的政策体系,明确了群岛对游轮载客量的限制、游客行为规范、承载力监测以及生态教育等管理措施。
在国家层面,1998年,通过《加拉帕戈斯特别法》正式设立加拉帕戈斯群岛海洋保护区,允许基层渔民、旅游运营商、导游、科学家和环保人士与政府共同协商制定资源管理决策,为建立合作共管模式奠定基础。随后出台的《旅游法》及三大配套法令,进一步在国家立法层面对自然、历史和文化资源的合理利用进行约束。在精细化管理层面,由政府与社区共同细化了综合保护与空间管理以及旅游运营的具体措施。针对其国家公园管理局对210多个游客参观点实行时空轮转分配,监测游客行为并控制各景点的瞬时访客容量避免过度拥挤;游客登岛必须由国家公园认证的专业自然向导全程陪同,向导与游客的比例强制上限为1:16;大规模游船的客流必须强制拆分为多个小组并保持安全距离,严禁越过游览步道。推行“低密度、高价值”的小型游轮旅游,通过对短途旅行征收附加费、实行长短途同价的价格激励政策,促使游客选择停留时间更长、体验更深入的长途游,这种政策可以在不减少整体旅游总收入的前提下,有效减少每年到达群岛的绝对游客数量,从而大幅降低外来物种入侵的风险。这种建立在共识之下的规则制度,避免了“自上而下”制度带来的利益冲突,实现了行政管理与社区认同的有效协同。
5.福建海岛保护与开发空间格局的重塑路径
针对当前福建省海岛产业结构趋同、边远海岛发展滞后、管理制度衔接不畅等困境,我国海岛开发必须彻底摒弃粗放消耗土地资源的老路,转向以“空间格局优化”为核心的精细化治理。以福建省海岛为例,应着眼于整体谋划大岛综合开发、小岛“和美海岛”建设和精细化利用的差异化发展格局。
5.1.推进重点海岛的保护利用与极核空间优化
对标国际优秀海岛开发案例,高质量推进平潭、厦门、东山等县级及以上有居民海岛开发建设,破解这些海岛在旅游驱动下面临的空间无序扩张与同质化竞争问题,强化其作为福建省海岛地区发展“极核”的辐射带动作用。一是深入挖掘南岛语族、妈祖文化等不可复制的在地IP,形成具有国际辨识度的文化品牌,以文化差异性破除产业同质化。二是以海上客轮、邮轮游艇航线及跨海大桥等陆岛交通设施作为“发展轴线”。通过统筹周边中小岛屿资源,打破“孤岛经济”形态,构建优势互补的岛群联动网络。三是以旅游产业促进海岛综合开发。以旅游产业为抓手,促进海岛从单一资源利用转向综合开发,撬动文创、康养、体育、教育、科技等相关产业协同发展,推动海岛形成“旅游+”的融合生态。
5.2.打造“和美海岛”标杆,鼓励宜居宜游空间建设
推进乡镇级有居民海岛、边远海岛向宜居宜游的“和美海岛”转型。一是集中力量推进陆岛交通码头、模块化海水淡化、微电网绿色能源及防灾减灾设施的提质改造,解决“吃水难、用电贵、抗灾弱”的民生痛点。二是支持建设国防教育基地,深化军民融合发展空间布局,升级海岛社区的现代化智慧治理体系,切实保障国家海洋权益。三是通过系统性生态修复行动,逐步建立绿色、高效的海岛保护与开发利用模式,并将其提炼为具有全国乃至全球示范意义的海岛可持续发展案例。
5.3.保护重要生态功能海岛,创新海岛精细化开发模式
针对生态价值较高且环境敏感脆弱的小型岛屿,应摒弃高密度、大开发的传统模式,专项空间管控的精细化和基层社区的共管化的发展范式,推进政府、当地社区及科研人员共同参与海岛发展,提升海岛生态产品的价值转化水平。引导发展长周期、深体验、精品化、高价值的生态游,通过减少游客量和访问频次,减少外来物种引入、缓解岛陆基础设施压力。推广“绕岛巡航+数字孪生”模式,将生态敏感海岛转化为离岸科教资源,通过专业的观测平台与严格的距离红线管制,实现保护与发展的“非接触式”共赢,在严格保护的前提下,实现生态产品价值的有效转化与绿色产业的有限植入,达成保护与发展的动态平衡。

      abstract = {Islands are crucial for the ecological security, coastal economy, and safeguarding national maritime rights and interests, with their high-quality growth being a key regional transformation issue. Fujian is characterized by a spatial agglomeration of numerous islands and diverse developmental endowments. However, the island development in Fujian is confronted with structural challenges, mainly manifested in: over-reliance on tourism in central islands, leading to severe industrial homogenization; insufficient connectivity with remote islands; and poor alignment between the management of uninhabited islands and development demands, all of which constrain the high-quality development of the marine economy. This study, employing a comparative analysis of island economic development levels, underscores the urgent need to construct a scientific, competitive, and new pattern for island development. Based on the spatial planning pattern of “One Belt, Two Cores, Six Bays, and Multiple Islands” in Fujian Province, this study draws on typical cases of international island development from South Korea, Japan and Ecuador, and proposes a differentiated spatial pattern construction path characterized by “classified policy implementation and functional complementarity”. By comprehensively evaluating islands' scale, location, resource endowments, and ecological carrying capacity, this study innovatively proposes the establishment of an island development and utilization pattern characterized by classified strategies and complementary functions. Specifically, for county-level islands, we suggest promoting diversified comprehensive development, moderately introducing high-tech industries and emerging marine industries that have minimal environmental impact, thereby avoiding the dominance of tourism to the neglect of other industries' coordinated development. For offshore islands with excellent tourism resources, the focus should be on improving infrastructure, enhancing service quality, and creating livable and travel-friendly boutique tourist destinations. As for remote islands, active exploration of the "zero-carbon island" development model is recommended, using clean energy to improve residents' lives under strict ecological protection. This research provides robust theoretical and practical guidance for Fujian's islands to transition from extensive to high-quality development, offering valuable insights for sustainable growth in similar coastal regions. The research aims to break the bottleneck of island development homogenization, provide scientific decision-making support for the practical application of the land-sea coordination theory, and holds both theoretical and practical significance for promoting the green and low-carbon transformation of Fujian’s marine economy and constructing resilient island spaces.},
