										Abstract: Partnership is an emergent and dynamic process and working in collaboration with others is never easy especially when it involves organizations with diverse and sometimes conflicting mandates, cultures, capabilities and aspirations. However, local NGOs in developing countries experience difficulties in effectively achieving their mandates without collaborating with others. Effective management of partnerships is important because a failed partnership process can be disastrous and ruin an organization’s viability and legitimacy. The purpose of this paper is to highlight obstacles that hinder effective management of partnerships between Local NGOs (LNGOs) and International NGOs (INGOs). The study results indicate that NGO partnerships added value to development efforts at community level however this good work may be affected if obstacles that hinder effective management of partnerships are not consistently addressed during the partnership lifecycle. The following obstacles were highlighted; minimal involvement in decision making, inadequate technical and organizational capacity, inadequate resources to support partnership objectives, minimal participation in project design, inadequate communication and low levels of commitment. In conclusion the study findings suggest that NGO partnerships still operate at a transactional level. It would be ideal if those who initiate, engage and manage these partnerships progressively shift to more transformational forms of engagement in-spite of the funding aspect.

										Abstract: The quality of college student party member is the core task work of development about college student party member, and will affect the future development of the Communist Party of China directly. In this paper, Dalian University of Technology student members is the object of study, and based on the scholarship, it analyzes the status quo of student party members in six aspects: academic achievement, spiritual civilization, social work, social practice, scientific and technological innovation and cultural and sports activities. It is shows that Party members get a higher proportion of scholarships than non-party members. The article also analyzes the difference of the quality of college student party members from three aspects: subject background, gender and grade. It shows great theoretical and practical significance to understand and master the quality of college student party members.

										Abstract: Restorative justice is an innovative movement in the field of victimology and criminology. The formal judicial system of Bangladesh is very expensive and follows a lengthy procedure for the lack of financial resources and outdated legislation pose. Majority of middle class people therefore prefer or rather have no choice but to use the traditional justice mechanisms like restorative justice. This study was an effort to find out how restorative justice could be an effective method for dispute resolution to reduce the backlog and future case loads in Bangladesh. Besides, the core challenges of successful Restorative Justice and some prevention policies to recover drawbacks of the restorative justice in Bangladesh were also studied. As the nature of the research is qualitative in nature, data and information had collected from secondary sources. This study found that, the most important challenge of restorative justice in Bangladesh is the huge backlog of cases, relative ignorance and lack of confidence and legal awareness of the service seekers and providers, lack of monitoring and supervision of the court activities, negative attitudes and perceptions towards legal institutes and absence of legal aid and support. Though the Village Courts have limitations and drawbacks but still it is playing an important role in the settlements disputes and maintaining social peace and tranquility in the rural area. This study argues for the necessary amendments of the village court act, proper monitoring and supervision of the government, resources and preparedness as well as the responsiveness of all stakeholders that can ensure effective restorative justice in Bangladesh.

										Abstract: On the basis of the data from “Shaanxi rural elderly community care situation questionnaire” in August 2015, this paper analyzes the support statement of the elderly in rural areas of Shaanxi province profoundly, and uses multivariate logistic regression analysis to investigate the influencing factors of the community endowment of the elderly in rural areas. Accordingly, to identify the real needs of the elderly in countryside. The research result reveals that these who have higher economic self-support ability are more inclined to choose community endowment. By contrast, those old person with a lower economic capability are willing to choose family endowment. At the same time, the choice to community endowment of the rural elderly is also restricted to the factors of old-age pension demand and supply.
